　　To promote the green development of industry, the Plan makes clear that it will implement energy-saving review, EIA approval and sewage licensing system, and improve the energy efficiency level and clean production level of new projects from the source; comprehensively promote the construction of green manufacturing system, and create a batch of green factories, green industrial parks, and green supply chain; accelerate the transformation and upgrading of clean production in iron and steel, petrochemicals, chemical industry, nonferrous metals, building materials, and other key industries, and promote the industrial Upgrading and technological innovation; establishing a new model of environmental governance in industrial parks with "one policy for one park" and third-party integrated hosting as the main means.

　　In terms of in-depth sewage treatment, the "Plan" also emphasizes that it will continue to implement the stable and standard discharge treatment of industrial wastewater in key industries such as coal chemical industry, coking, pesticide, agro-food processing, and manufacturing of raw materials and pharmaceuticals; it will strengthen the supervision of wastewater pre-treatment of industrial enterprises in the parks, and investigate and rectify the problems of old and broken sewage pipeline networks in the parks with abnormal concentration of incoming water, and the problems of mixing and connecting wrong connections in the parks; and it will achieve that by 2025, all the key sewage discharge units ( Including enterprises in the tube) all install and use automatic online monitoring equipment in accordance with the law, and network with the ecological environment department; at the same time, it will also urban sewage sludge collection and treatment facilities, and by 2030, realize the centralized collection rate of urban domestic sewage to 75% or more.

　　In promoting the synergistic control of multiple pollutants, the Plan points out that it is necessary to strengthen the comprehensive management of volatile organic compounds (VOCS) in key industries; by 2025, Shanxi, Shaanxi, Henan, Shandong and other provinces will complete the replacement of urban bulk coal in the plains; at the same time, it will implement the mobile source pollution control project, promote the elimination and renewal of high-emission old motor vehicles, and gradually phase out excavators and loaders that don't meet the requirements of the National III standard, Forklifts, road rollers, graders, bulldozers and other non-road mobile machinery.
